Hair colour, what do you think?

Okay I have pale skin, not very pale, but have rosy cheeks, and some faded freckiles, I can tan nicley but mainly burn :-( My hair was blonde when i was little but is now a medium brown, What colour do you think would look better? Lighter or darker? I have had it blonde (but I looked quite washed out) and very very dark brown (but had to dye my eyebrows as they are so light) now i want to stick to a colour. I have blonde hightligths in atm, if i was to go darker will it still cover the highlights? :-(
