How can I obtain a map of all arroyos/washes/ditches and storm water cement drainages in El Paso Tx & Tucson?

We are doing a project on storm water flooding and runnoff and would like a map showing every man made cement arroyo/ditch and natural arroyo for west El Paso TX and all of Tucson AZ. Who would we contact for this or where could we find it. We have looked online but only found weird maps that showed few arroyos. I mean those washes, arroyos, cement made ones that you see ping below roads, ditches, irrigation ditches, storm water resevoirs where the arroyos/drains run to, every little place thats made for water runnoff. Thanks!
