ABout the killer from Dean Koontz's Velocity?

So I read the book and I have to write a longggg essay on what it's about and it's due tomorrow and I was rushed and didn't get a full understand of the killer. I liked it a lot, but my only question is about the killer. Why did the killer give an ultimatum? What was the reasoning? thanks.
